If it's convenient for a person to be late, they will be. You can't really change it, but you can help matters by telling them a false arrival time that's earlier than when you'll actually get there, evening the playing field and hopefully having both parties arrive at around the same time.
That said, shoutout to the people who actually come at the scheduled slot, or even better, a bit early.
